Himmler’s willingness to negotiate, which was in
itself somewhat sensational, a meeting was held
late that evening, at which were present the
British Minister, Sir Victor Mallet, the American
Minister, Mr. Herschel Johnson, Mr. Boheman,
and myself. The two foreign diplomats pointed
out that it was most unlikely that their
governments would agree to Himmler’s proposal, and
that they must necessarily confer with the
Moscow government.

Two more days passed. During the evening of
April 26th Mr. Boheman rang me up to inform me
that the American reply, signed by President
Truman, had arrived. I went at once to the
American Legation, where I found the Minister and
Boheman. The telegram read:

“A German offer of surrender will be accepted
only if it be complete on all fronts, as regards
Great Britain and the Soviet Union as well as the
United States. This condition fulfilled, the
German forces on all fronts must immediately
surrender to the local Allied commanders. Should
resistance continue anywhere, the Allied attacks
