day Himmler had visited him. Berggrav asked
whether he wanted him to talk frankly or to say
the kind of things Himmler would like to hear.
Himmler told him he would be much interested
to hear his honest opinion. After this talk Josef
Terboven, Reich Commissar in Norway, had
demanded Berggrav’s execution, but the demand
was vetoed by Himmler. Nothing, however, can
exonerate Heinrich Himmler from the terrible
guilt that was his; no extenuation, even, can be
found for his conduct. He it was who created
the concentration camp system, and even if, as
he asserted, he was unaware of the horrible
cruelties to which it gave rise, it was he who must
bear the responsibility. When I talked to him he
indicated in various ways that he knew this very
well. He also showed that he was fully conscious
of the immense difficulties of the situation in
which he found himself—difficulties inherent
partly in the military situation and partly in his
relations with his Führer.

Every German would fight like a lion before
he gave up hope, Himmler declared when I asked
him if he didn’t think it meaningless to go on with
