legislative power of tlie State is limited to
approving or rejecting tlie proposals of tlie
council.
It lies within the province of the council to
adopt new manuals for religious service and
teaching—such are the Book of Psalms, the
Gospels, the Catechism, the Liturgy, and the
translation of the Bible.* The council has
the choice of persons charged with the revision
of these books.
The council lias the right to set forth the
wishes* and wants of the Church, regarding
either the relations of the Lutheran Church
with the State and with other Churches, or
mixed questions, more especially the provisions
of the civil law 011 marriage. Its views are
consulted on all projects concerning such
matters.
The council is composed—
(a) Of representatives of the clergy ; the
archbishop and the two bishops (their places
being taken, in case of their absence, by the
