natural clesire of the right hon. gentleman to have
his name attached to the measnre, but also with
reference to the public interests. He was quite
disposed to concur with his right hon. friend the
memher for the city of London and to put aside
what might be termed the administrative difficultieS
of the question. With respect to the monopoly of
the telegraph in the hands of the Government,
he did not propose to raise’ any question under
present circumstances. He would merely say that
as far as he had been ahle to examine it his
mind was hy no means entireiy satisfied that it
would be found practicable for the State to work
the telegraphs without assuming a monopoly of the
same character as it now possessed with regard
to letters. But it was not ahsolutely necessary to
settle that question now. The utmost inconvenieuce
that might arise would probably he in case there
should be poachings on the hest part of the manor
of the Government, and purchases upon disadvan
tageous terms might have to be made. But that
would be an iuconvenience within very narrow
limits, and it was perfectly plain that the Govern
ment would be ahle at any time the House might
see fit to assume the’ exclusive privileges which at
present it had not been thought necessary by the
Government or the committee to advise. There
was one of the difficulties to which he never at
tached the slightest importance, and that was that
Her Majesty’s Government had devised under the
form of this Bill an iugenious scheme for assuming
into their hands previous to and in preparation
for the general election a vast quantity of addi
tional patronage. He was never so sanguine as
to thiuk that they woidd be able to entertain so
diabolical a plot, or that it would be possible for
them with all the ingenuity that this world or
the nether world could supply to carry it out.
With regard to the terms of purchase he did not
at all lose his, confidence in the right hon. gentle
man opposite, or those by whom he was adviscd,
nor was he by any means prepared to assert dog
raatically opinions coutrary to theirs. But he must
say that no man could have listened to the speech
of his hon. friend who had spoken last, or still
more to his right hon. friend the member for the
alene paa Grund af den høistærede Herres natnr

offentlige Interesser. Han vikle meget gjerne
forene sig med sin høistærede Ven, Repræsentanten
for London City, og se bort fra, hvad man kunde
kalde de administrative Vanskeligheder ved Spørgs
maalet. Med Hensyn til Telegrafen som Monopol
i Regjeringens Hænder vikle han under- uærvæ
rende Omstændigheder ikke reise noget Spørgs
maal. Han vikle blot bemærke, at, forsaavidt som
han havde kunnet undersøge Sagen, var han efter
sin Opfattelse paa ingen Maade ganske overbevist
om, at man vilde finde det praktikabelt for Sta
ten at drive Telegraferhe uden at tilegne sig et
Monopol af samme Beskaffenhed, som det den nu
har med Hensyn til Breve. Men det var ikke
aldeles nødvendigt nu at afgjøre dette Spørgsmaal.
Den værste Ulempe, som kunde opstaa, vilde sand
synligvis være, ifald der skulde ske Indgreb paa
den bedste Del af Regjeringens Eiendom og der
da maatte sluttes Kjøh paa ufordelagtige Betiu
gelser. Men dette vilde blive en Ulempe indenet
meget begrændset Omraade, og det var aldeles
klart, at Regjeringen til enhverTid, Huset maatte
finde det tjenligt, kunde sætte sig i Besiddelse af
de exklusive Privilegier, hvilket for uærværende
hverken Regjeringen eller Komiteen har troet
nødvendigt at tilraade. Der var en af Indvendin
gerne, som han ikke tillagde den ringeste Betyd
ning, og det var den, at Hendes Majestæts Regjering
skulde i Form af denne Bill have udspekuleret et
sindrigt Middel til at forskaffe sig en overordeutlig
forøget Understøttelse forud for og som Forberedelse
for de almindelige Yalg. Han var ikke saa sangvinsk
at tro, at den kunde nære et saa djævelsk Anslag,
eller at det vilde være den muligt med al den
Kløgt, som denne Yerden eller Underverdenen kunde
give, at drive det igjeunem. Med Hensyn til
Kjøbsvilkaarene tahte han aldeles ikke Tilliden til
den høistærede Herre, sin Modpart, eller til dem,
af hvem han raadedes, heller ikke var han paa
nogen Maade forberedt paa med dogmatisk Vished
at hævde Meninger, som var deres modsatte. Men
han maatte sige, at Ingen kunde have lyttet til
hans ærede Ven, den sidste Talers Ord eller endnu
