necessary outlay on the part of the Government
at 2,400,000/. In February last another officer
of the Government was requested to report on the
subject, and he raised the estimate to 3,000,000/. ;
but it was not until the Bill came before the com
mittee that Mr. Scudamore said 6,000,000/. wonld
be required. He admitted that the original esti
mate of 2,400,000/. did not embrace all that was
included in the estimate of 6,000,000/.; but there
was not sufficient difference between what the two
estimates did embrace respectively to account for
the difference of 3,600,000/. in amount. He under
took to say’ that Mr. Scudamore was as wide of
the mark in his estimate of 6,000,000/. as he had
been in his estimate of 2,400,000/.
Owing to the position in which Mr. Scudamore
had placed the Government, the railway companies
had demauded terms in respect of their reversion
which he as a railway man now said it was the
duty of any Government to have resisted; and
yet he thought that Mr. Scudamore’s highest esti
mate could not be depended on. Wheu asked
during the inquiry by the committee what amount
would be sufficient, Mr. Scudamore replied, „I be
lieve six miIlions.“ When asked whether he would
undertake to say that seven millions might not be
required, he repeatedhe believed six millions would
be sufficient; and when asked whether he would
undertake to say that eight millions might not be
required he again gave the same answer. Therefore,
if they assumed that six millions would buy up
the’ telegraphs they were proceeding on very falla
cidus data.
At the same time he was glad to hear from
the Chancellor of the Exchequer that all the House
was now asked to do was to assent to the prin
ciple that the, Post-office might with advantage
work the telegraph; and he hoped that the consi
derations which he had suggested in the course
of his remarks would receive the careful attention
of the Government and of the subordinate officers
concerned in the framiug of their scheme. (Hear,

I sidst forløbne Februar anmodedes en anden af Re
gjeringens Embedsmænd om at give en Indstilling
om Sagen, og han forhøiede Overslaget til 3,000,000 £;
men det var ikke førend Billen kom for Komiteen,
at Hr. Scudamore erklærede, at 6,000,000 £ vilde
ndfordres. Han indrømmede, at det første Ovex
slag, 2,400,000 £ ikke omfattede Alt, hvad der var
taget med i Overslaget paa 6,000,000 £; men der
var ikke tilstrækkelig Forskjel mellem hvad de to
Overslag hvert især omfattede, til at man kunde
forklare en Difference i Beløbet af 3,600,000 £.
Han vovede at sige, at Hr. Scudamore var ligesaa
langt fra det Rette i sit Overslag paa 6,000,000 £,
som han havde været i sit Overslag paa 2,400,000 £.
Som Følge af den Stilling, i hvilken Hr. Scu
damore havde bragt Regjeringen, havde Jernbane-
Kompagnierne forlangtVilkaar med Hensyn til Over
dragelsen af Rettigheder, som han som Jernbane
mand nu sagde, det havde været enhver Regjerings
Pligt at modsætte sig, og alligevel troede han at
man ikke kunde lide paa Hr. Scudamores høieste
Overslag. Da Hr. Scudamore under Examinationeu
blev spurgt af Komiteen, hvilket Beløb vilde være
tilstrækkeligt, svarede han: „Jeg tror sex Millioner.“
Da han blev spurgt om han vilde paatage sig at
sige, at syv Millioner ikke vilde udkræves, gjentog
han, at han troede at sex Millioner vilde være
tilstrækkeligt; og da han blev spurgt om han vilde
paatage sig at sige, at otte Millioner ikke vilde
udkræves, gav han igjen det samme Svar. Derfor,
dersom man antog, at man med sex Millioner vilde
kunne opkjøbe Telegraferne. byggede man paa
meget feilagtige Data.
Paa samme Tid glædede det ham at høre af
Finantsministeren, at Alt, hvad man nu forlangte
af Huset, var at det skulde give sit Bifald til det
Princip, at Postvæsenet med Fordel kunde drive
Telegrafen, og han haabede, at de Betragtninger,
som han havde ladet indflyde i Løbet af sine Be
mærkninger, vilde blive omhyggeligt overveiede af
Regjeringen og dens underordnede Embedsmænd,
som have med at forme dens Forslag.
